He was just like a human being in general, afraid of harming others let alone to eliminate people's lives, he was afraid to do it all because he had a conscience. His heart would not allow Davin to do that.
"I'm afraid of hurting others, but this rule only applies to people who don't touch my limits, Rein. I wouldn't be generous if they dared to touch my limits. Hurt you and Tio or my loved ones, believe Rein, I'm really mean when it comes to you."
Davin is still human but it will no longer be the same when it comes to his happiness. He will not be generous if the source of his happiness is hurt or disturbed, Davin will not be as kind as forgiving him.
